The famous Decree No. 2024-470 of May 24, 2024, along with its essential Order of February 19, 2025, completely redefines the legal framework for laser and IPL hair removal.

Until now, the world of laser hair removal was a bit of a gray area:
Who was allowed to do it? Under what conditions? And with what kind of training?
Result: a lot of uncertainty — and very little protection, both for professionals and clients.
From now on, beauty professionals are officially allowed to perform permanent hair removal, but under one condition:
They must complete a mandatory foundational training course lasting several days, as well as first aid certification.
1. Display your training certificates
Your training certificates must be clearly visible in your center. The goal? For every client to immediately see that the practitioners are qualified and properly trained.
2. Provide an information sheet before the first session
Before turning on the laser, clients must receive a clear document explaining everything: performance, contraindications, precautions, and safety advice.
3. Inform about risks and safety guidelines
Your treatment room or reception area must display visible posters reminding clients about eye protection, light exposure risks, and general safety tips.
4. Record and track every session
Each appointment must include a skin check, contraindication review, and documentation of all relevant details — to be stored for three years. Think of it as your up-to-date safety logbook.
5. Report any side effects
Even mild reactions — such as unusual redness — must be reported through the official Public Health Code platform.
6. Use certified, well-maintained equipment
Your device must be CE-certified, properly maintained, and used according to the manufacturer’s recommendations. It’s the foundation of both safety and professionalism.
In short, this decree marks the end of uncertainty — and the beginning of a structured, legitimate, and valued practice.
This Order specifies how the mandatory foundational training should be conducted: its duration, content, evaluation process, and jury requirements.
How long does it last?
4 days for laser training only
2½ days for IPL (intense pulsed light)
5 full days for dual certification (laser + IPL)
What’s included in the training?
It combines science, practice, and regulation:
Anatomy and physiology of skin and hair
Phototypes, contraindications, safety, and traceability
European regulatory framework
Hands-on sessions: reading user manuals, adjusting settings, real-life practice, and managing side effects
The goal: for you to confidently treat clients safely and effectively, with a full understanding of laser mechanisms.
Nothing to panic about! The final assessment takes place in two parts:
A 20-question multiple-choice test to validate theoretical knowledge
A 30-minute practical demonstration before a jury
You must score at least 10/20 in both sections.
And because technology evolves fast, a mandatory refresher every five years ensures professionals stay current with new techniques and regulations.
Gone are the “express” online certifications done in two hours.
From now on, training centers must meet strict criteria:
A multidisciplinary team (physician or dermatologist, experienced aesthetician, and biology/physics educator)
Professional equipment (laser, IPL, safety gear, measurement devices)
A complete pedagogical framework, even for theoretical modules delivered online
In other words, this reform is a guarantee of quality and safety for future clients.
